Citations of Major Published Cases

Ethyl Corporation v. EPA, 541 F 2d 1(D.C. Cir. 1976 (en banc) This decision upholding EPA's initial lead in gasoline regulations established "endangerment" as the legal standard to uphold the regulations. The Supreme Court relied on the Ethyl endangerment standard to uphold the automotive greenhouse gas emission controls in 2012. Carothers was principal staff attorney for development an legl defense of the regulations.
